Clinical Chairperson in Addiction Medicine with FSWS Sedqa

  1. The Chief Executive Officer of the Foundation for Social Welfare Services within the Ministry for the Family, Children’s Rights and Social Solidarity invites applications for the position of Clinical Chairperson in addiction medicine with Sedqa’s Agency (FSWS).

Duration of assignment and Conditions

2.1       A selected candidate will enter into a five (5) year assignment as a Clinical Chairperson in the addiction medicine within Sedqa Agency (FSWS).

2.2     This position of Clinical Chairperson in addiction Medicine within Sedqa Agency (FSWS) is subject to a probationary period of one (1) year.

2.3     Since this is position time-barred, the position of Clinical Chairperson in (addiction medicine) constitutes an objective reason in terms of Regulation 7(4) of Subsidiary Legislation 452.81 entitled “Contracts of Service for a Fixed term Regulations”.

2.4     An officer holding a position of a definite nature (i.e. with objective reason), who is in the last (4) months of his/her definite term, may apply laterally, even if the advertised position carries the same specialization that s/he currently holds.

2.5     Registered specialists as listed in the eligibility section on Contract A or Contract B are eligible to apply, and it is the duty of the selection board to choose the most appropriate candidate to fill the position.  However, upon appointment the selected person shall be requested to preferably revert to Contract A if he/she is a Contract B holder.

2.6     Any person appointed Clinical Chairperson who does not hold a permanent Consultant position shall ipso facto be appointed Consultant.

2.7     The person holding the position of a Clinical Chairperson on a contractual basis for a definite period shall revert to the Specialists in Family Medicine or Public Health or Consultant grade upon completion or termination of his/her term of the contract, provided that an officer who performs creditably as a Chairperson for two (2) full terms shall be placed, on a personal basis, on the salary scale which is immediately higher than the scale of his/her substantive grade.

2.8     In terms of the requirements emanating from Directive 16, regarding “Governing Framework for Preventing and Managing Conflicts of Interests in the Public Administration”, issued by the Principal Permanent Secretary on 27th November, 2023 and which came into force on 1st February 2024, the Selection Board will assess candidates’ previous employments to assess potential conflicts of interest. In this respect, candidates are to provide a completely updated CV, including qualifications and employment history with their application. Any potential conflict of interest matters noted will be reported to the respective Permanent Secretary, to ensure that should the candidate be recruited, such conflicts of interest would be appropriately managed.

Salary pegged to the position

  1. The salary attached to the position of Clinical Chairperson (Addiction Medicine) is equivalent to Salary Scale 3 which in the year 2025 is €44,723.
Duties

4        The duties of Clinical Chairperson (Addiction Medicine) within Sedqa (FSWS)  include:

4.1     having the vision to develop his/her department by inspiring, supporting, adding confidence to colleagues and setting organizational values and strategic             direction;

4.2     promoting motivation and engagement;

4.3     adopting a proactive approach and enduring the responsibility to address any arising matters as part of the FSWS Senior Management.

4.4     establishing and revising when necessary job plans of resident specialists ensuring fair distribution of work load;

4.5     organising daily rosters of team members according to job plan;

4.6     establishing basic essential requirements through job plans in terms of cases of service users’ modality per week in relation to allocated time in job plan;

4.7     must adopt a proactive and endure the possibility to address any arising matters as part of the Senior Management Team within FSWS;

4.8     ensuring prioritisation of waiting time for service users;

4.9     promoting and increasing afternoon work in clinical areas;

4.10   organising and chairing review of possible cases of errors in reporting;

4.11   carrying out medical practitioners’  appraisals annually;

4.12   using quality leadership to ensure formation of team spirit amongst and within firms and promote mutual support especially for junior members;

4.13   directing a team of highly qualified and successful professionals;

4.14   working effectively with medical and managerial colleagues from other professional disciplines and teams to deliver high quality, modern and patient centred substance misuse and mental health care;

4.15   actively seeking expedient solutions to resolve pertinent and very complex issues arising out of the sensitive nature of the required interventions;

4.16   utilising junior members of the consultants’ firms, carry out relevant audits to assess quality of  care;

4.17   Seeking actively to mobilise necessary resources to provide an empirically based service to support service users to address their needs effectively and efficiently by all of sedqa’s Medical Team.

4.18   establishing rotas for minimally invasive procedures;

4.19   advising administration on necessary service development;

4.20 ensuring quality and timely reports as required for National and International statistics;

4.21 participating in selection boards, disciplinary boards, procurement boards when asked;

4.22   ensuring that firms are aware of the necessity of incident reporting;

4.23   organising and participating in multidisciplinary meetings;

4.24   keeping records of staff knowledge, competencies and experience;

4.25   promoting in-service training to maintain competencies and enhancing skills;

4.26   supervising development of guidelines and procedures;

4.27   analysing FSWS key performance indicators (KPI’s) and carrying out output monitoring of the service/s and taking corrective steps as necessary;

4.28   designing specific departmental KPI’s and organize audits;

4.29   supervising and recommending approval of study leave in consultation with Sedqa’s Operations Director and Human Resources Director of all members of department within Sedqa’s medical team;

4.30 addressing budgetary and producing yearly operational plans. Previous year performance review should be  carried out and future plans outlined.  These plans should include proposed new services and      resulting capital expenditure, increase in recurrent expenditure as well as necessary    expansion in manpower;

4.31   coordinating vacation leave and managing sick leave;

4.32   ensuring that members of staff carry out duties diligently;

4.33   ensuring proper utilisation of resources;

4.34   promoting and preparing protocols for use of new equipment and drugs;

4.35   promoting regular continuous medical education;

4.361  establishing and   ensuring maintenance of competency programme in order to ensure continuous maintenance of quality of care,

4.37   helping to ensure timely recruitment to replace resignations;

4.38   coordinating with Human Resources to develop relevant calls;

4.39   supporting and participating in post graduate training programs;

4.40   producing and negotiating a yearly departmental business plan;

4.41   Producing yearly departmental report highlighting achievements and weaknesses;

4.42   producing and revising strategic five (5) year long term plans for the department in terms of human resources and technology requirements;

4.43   recommending and monitoring the introduction of technology and drugs;

4.44   ensuring staggering of appointments;

4.45   notifying FSWS  senior Management and respective authorities of any serious incident or near miss;

4.46  ensure root cause analysis of any incident taking place and immediately acting on corrective actions recommended;

4.47   analysing KPI’s and other quality related documents and taking corrective action;

4.48   encouraging and supporting development of safety culture;

4.49   receiving, analysing and reporting in a timely manner all complaints (copying senior management when complaints are considered to be serious);

4.50   promoting research, innovations and best practice;

4.51   expected to undergo mandatory managerial training from time to time as guided by the FSWS Senior Management and health authorities;

4.52   being subject to a yearly appraisal;

4.53   carrying out any other duties according to the exigencies of the Sedqa as directed by the Chief Executive Officer;

4.54  making use of Information Technology systems which may be in operation within the FSWS and the Ministry for Health;

4.55   representing the agency in public fora and seeking to promote the services offered by Sedqa Agency.

4.56   To attend and actively participate for Management meetings whereby the agency’s clinical decisions are discussed and agreed upon.

4.57   To attend and fully participate for Operations meetings, whereby managers as well as leaders are present.

4.58   To attend to Senior Management meetings chaired by CEO which are held weekly along with  FSWS directors.

4.59   To work collaboratively with the CEO, Operations Director, other managers and other clinical leads, to input into the ongoing service strategy and vision for services, promoting excellence in care and respect for the views of staff and people who use the services and carers. To liaise closely with the CEO, Operations Director, colleagues, other senior managers, to reach agreement on all key clinical and medical service issues.

Eligibility requirements

5.1     By the closing time and date of this call for applications, applicants must be:

            (i) (a)   citizens of Malta; or

                (b)  citizens of other Member States of the European Union who are entitled to equal treatment to Maltese citizens in matters of employment by virtue of EU legislation and treaty provisions dealing with the free movement of workers; or

               (c)  citizens of any other country who are entitled to equal treatment to Maltese citizens in matters related to employment by virtue of the application to that country of EU legislation and treaty provisions dealing with the free movement of workers; or

              (d)  any other persons who are entitled to equal treatment to Maltese citizens in matters related to employment in terms of the law or the above-mentioned EU legislation and treaty provisions, on account of their family relationship with persons mentioned in paragraph (a), (b) or (c); or

            (e)  third country nationals who have been granted long-term resident status in Malta under regulation 4 of the “Status of Long-Term Residents (Third Country Nationals) Regulations, 2006” or who have been granted a residence permit under regulation 18(3) thereof, together with family members of such third country nationals who have been granted a residence permit under the “Family Reunification Regulations, 2007”.

         (f)   in possession of a residence document issued in terms of the “Residence Status of United Kingdom Nationals and their Family Members in Malta in accordance with the Agreement on the Withdrawal of the United Kingdom and Northern Ireland from the European Union and the European Atomic Energy Community Regulations.

The advice of the Citizenship Unit within Community Malta Agency and the  Expatriate Unit within Identita’ should be sought as necessary in the interpretation of the above provisions. 

The appointment of candidates referred to at (b), (c), (d) and (e) above would necessitate the issue of an employment licence in so far as this is required by the Immigration Act and subsidiary legislation.  Jobsplus should be consulted as necessary on this issue.

           (ii)         able to communicate in the Maltese and English Languages.

FSWS Employees and Public Officers applying for this position must be confirmed in their current appointment, unless the current appointment is in a different class/career stream or in a definite position, by may apply for a lower grade/position even if not confirmed and whether in the same stream or not.

  • approved for inclusion in the Specialist Register Family Medicine/Public Health Medicine/Psychiatry kept by the Medical Council of Malta; or
  • The selection board will take into consideration formal evidence of qualifications, training and experience in Addiction medicine.

5.3       By the closing time and date of this call for applications, applicants must furthermore have seven (7) years full time experience and training in Substance Misuse medicine.

5.4    Successful candidates eligible under paragraph 5.2 (ii) (b) and paragraph 5.2 (iii) (c) above must be listed in the Specialist Register kept by the Medical Council of Malta and must also  be fully registered with the Medical Council of Malta before appointment. 

5.5        Candidates applying in terms of paragraph 5.2 (ii)(b) and paragraph 5.2 (iii)(c) above must obtain a recognition statement from the Specialist Accreditation Committee of Malta confirming that their qualifications may be considered as an equivalent to the Certificate of Completion of Specialist Training (CCST) issued by the Specialist Accreditation Committee of Malta. In case of any difficulty, the advice of the Specialist Accreditation Committee of Malta is to be sought.

5.6        Candidates applying in terms of paragraph 5.2 (iii)(b) or paragraph 5.2 (iii)(c) above and who are required to present a statement by the Specialist Accreditation Committee as specified in paragraph 5.5 should include a copy of that statement with their application and present the original at the interview. Candidates not in possession of the required statement may still apply, provided that they submit a copy of the statement as soon as it is available and, in any case, by not later than the closing date of this call for applications. Applicants who fail to present the required statement within the one-month period for reasons beyond their control may request an extension of this time limit, up to a further one month, from the Head of Department receiving the applications, indicating clearly the reasons for the delay. Requests for an extension beyond this period are to be submitted for the consideration of the Public Service Commission.

Selection procedure

7.1     Eligible applicants will be assessed by a Selection Board to determine their suitability for the position. The maximum mark for this selection process is 100% and the pass mark is 60%.

7.2     Due consideration will be given to applicants who besides  to satisfying the requirements in paragraph 5.1 to 5.6, have relevant work experience.
